The airplane was not damaged when its rudder bound during landing at about 1336 Eastern time. The two pilots and one passenger were not injured. Visual conditions prevailed. The non-scheduled domestic passenger flight was conducted under Part 135 on an IFR clearance. A post-flight examination revealed ice around the rudders control cables and pulleys.
